Chelci Vaughan with All State says there's one criterion -- car crash frequency. Vaughan clarifies Phoenix is first with the least crashes per capita in large cities with over a million people. Overall, Phoenix ranks 71 st out of 200.
Vaughan says more cities in the west U.S. are ranked as safer, probably because there is less traffic. 70 percent of crashes happen at speeds under 35 MPH, in bumper to bumper traffic.
She reminds us not to do anything that distracts us while driving.
