An effort to raise money for a gun buyback program in Tucson is prompting questions about a change in state law.

The Arizona Daily Star reports Councilman Steve Kozachik is raising $5,000 so Tucsonans can trade their weapons for a Safeway gift card.

A National Rifle Association board official, however, says the police department would be required to return or resell the weapons under a change in state law.

The city's attorney disagrees.
