Maricopa County Attorney Bill Montgomery said he plans to appeal the ruling that allowed Arizona's first medical marijuana dispensary to open.
In a statement, Montgomery said the operators of Arizona Organix in Glendale are in violation of federal law and are ``gambling with their money and their liberty.''
