Colt up for adoption.
Sheriff Joe Arpaio says his Animal Crimes Unit detectives have arrested Jesse Noriega, 33, for felony cruelty to animals. It comes after tip and a month-long investigation into two severely underweight and neglected horses, a full grown mare and its colt, found on Noriega's property in southeast Phoenix.
Noriega tells detectives he has owned the mare for two years and was fully responsible for each of the horses care and condition.
Detectives also found the mare to have a broken ankle. A veterinarian had to euthanize the mare to alleviate further suffering.
