Federal government says $28 million coming to Arizona.

The Affordable Care Act requires private insurers to spend at least 80 percent of premium dollars on medical care and quality improvements. If they don't, the law requires them to reimburse consumers.

According to the federal government, 235,000 Arizona families will receive an average rebate of $118 by August 1, 2012. Nationally, nearly 13 million Americans will receive just over $1 billion in rebates.
