School Superintendent Snafu

(Phoenix, AZ)  --  More than a week after the primary election, one Republican candidate for state School Superintendent claims victory and another is asking for a recount.  Frank Riggs, who leads Bob Branch by about 360 votes, says he's the winner.  Branch is not conceding.  All of Maricopa County's votes have been tallied, but the statewide numbers won't be final until Monday.  State law requires a recount if a statewide candidate wins by fewer than 200 votes.  Incumbent School Superintendent, Republican Diane Douglas, is currently third in the five way race.
