A power outage in downtown Phoenix is leaving 4-thousand homes and businesses in the dark and is restricting access to City Hall and the Municipal Court.
The outage is affecting APS customers from Washington to north of McDowell, between 19th Avenue and 5th Street.
APS estimates they'll have power back by about one this afternoon.
